摘　　要：对《蒙特利尔议定书》缔约方第19次会议关于加速逐步淘汰氢氯氟烃(HCFC)的第XIX/6号决定及相关的第XIX/8号与第XIX/20号决定,作了全面、完整、详细的介绍与解读;针对目前行业对加速逐步淘汰HCFC所关心的问题、有争议的问题、有困惑的问题,就作者的认识作了述评。Presents and interprets in a overall and detailed way the decision XIX/6, XIX/8 and XIX/20 from the meeting on accelerating the phase-out of production and consumption of hydrochlorofluorocarbons （HCFCs）. Makes a review of commonly concerned, controversial and confusing issues for accelerating the phase-out of production and consumption of HCFCs in industry, according to the author＇s understanding.
