摘　　要：医疗不良事件是指因诊疗活动而非疾病本身造成的损害。建立医疗不良事件报告制度是医院医疗安全体系建设的重要措施之一。医疗不良事件报告应实行非惩罚性报告和奖励措施,要做到"早发现、早报告、早处置、早控制",目的是及时发现医院安全系统存在的不足,分析整个医疗服务系统中存在的不安全因素,防范医疗事故,保护患者利益。Medical adverse event is one of injuries caused not by diseases but by diagnosis and treatment process. Establishing a reporting system of medical adverse event is one of the important measures for medical safety system and safety hospital. Medical adverse event report doesn＇t mean punishment and reward, but requires＂ early detection, early report,early treatment and early control＂. The purpose is to find out the disadvantage of medical safety system in time, and to analysis unsafe factors of medical service system, prevent medical accident, improve medical development and protect patientg interests.
