摘　　要：高科技企业是河北经济的重要组成部分,其发展的好坏直接影响河北省经济的运行状况,但融资难的问题一直困扰着几乎所有的中小高科技企业,成为制约其持续、健康、稳定发展的瓶颈。以美国对科技投入方式为例,指出了政府在科技产业融资体系中的重要作用,提出筹建政策性银行、大力发展民营银行和投资基金、设立科技板市场、成立科技创新担保公司等政策建设与措施,以此来解决中小企业融资问题,促进企业科技创新。The high-tech enterprises are important components of the economy of Hebei. Their development influences the local economic operating conditions. But small and medium high-tech enterprises have generally met the difficult problem of financing in the course of developing, and the gap of funds has been perplexing almost all enterprises which becomes a bottleneck restricting their sustainable, healthy, stable development. The feasible and effective measures are taken to solve the financing problem of these enterprises
