平衡计分卡在医保成本控制中的应用

摘　　要：目的控制医保成本,力争实现患方、医方、保方"三赢"。方法以平衡计分卡为管理工具,从财务、患者、内部流程、学习与成长4个维度将控制医保成本这一战略目标转变为可衡量的目标和方法,实现医保成本控制。结果建立了平衡计分卡医保成本控制评价指标体系,初步应用结果表明:出院人次、业务收入明显增长,人均住院天数、人均住院费用、药品比例一定程度降低。结论医院应用平衡计分卡管理工具,可在保证医疗质量的前提下有效控制医保患者费用,提高医院的综合效益。Objective To achieve ＂win-win-win＂ situation of patients,hospitals,health insurance by controlling health insurance costs. Methods The balanced scorecard was used as the management tools, to change the strategic goal of controlling medical insurance costs into measurable goals and methods from four dimensions of financial, patients, internal processes, learning and growth, and to achieve medical insurance cost-control. Results The cost-control appraisal indicator system of the medical insurance has been established based on balanced scorecard. The preliminary results showed that the number of discharge passengers,operating income increased significantly, the per capita number of hospitalization days, the per capita cost of hospitalization and the proportion of drug being significantly reduced.. Conclusion Using the balanced scorecard as management tool can improve the overall efficiency of the hospital under ensuring the quality of medical care and controlling medical insurance patients costs effectively.
