摘 要:随着中国石油海上原油进口量的不断增大,建立安全平稳的海上石油运输通道日益重要。通过分析中国石油发展原油海运业务的内外部环境,借鉴国外石油公司海运业务的发展历程和经验,认为目前并不是中国石油进入海运业务的最佳时机,但从长远和战略角度考虑,应本着"稳步、适度"的原则适时介入和发展原油海洋运输业务,并采用期租运力为主、自有运力为辅的运营模式。With the increase of the crude oil maritime import,theestablishment of secure and stable oil maritime transportation passage becomes more and more important. On the basis of analyzing the internal and external environments of developing crude oil maritime transportation,development course and experiences of maritime transportation of overseas petroleum corporations,it was not the best moment for PetroChina to develop its maritime transportation currently. In terms of long-term and strategy perspective,PetroChina should begin and develop its crude oil maritime transportation steadily and appropriately. The operation mode should be time charter primarily and self-owned capacity secondarily.
