构建珠三角区域循环经济圈

摘　　要：随着珠三角地区经济的快速发展,人口、资源与环境之间的矛盾日益尖锐,制约着该地区可持续发展。分析该问题出现的原因,认为构建珠三角区域循环经济体系,才是珠三角可持续发展的必然选择。提出在以下三方面构建珠三角循环经济圈:一是加强珠三角城市群的整合力度,细划城市群内各城市的职能分工,形成广泛的协作关系;二是消除行政壁垒,建立城市群协调机制,建立直属中央的区域环保监测部门;三是完善区域循环经济的立法体系。With the rapid economic development of the Pearl River Delta, the contradictory of the population, resources and the environment has become more and more incisive, and grind the sustainable development of this area. Analyze the reason of the problems, proposed that construct the regional circular economic system of the Pearl River Delta is an inevitable choice for the sustainable development of the Pearl River Delta. The construction of the regional circular economic system of the Pearl River Delta can be carried out from the following three aspects. First, strengthen the integration of city group in the Pearl River Delta, fine zoned the city functions of the city group, form a broad partnership. Second, eliminate the administrative barriers, to establish the coordination mechanism of the development of city group and the supervision structure of regional environmental protection directly affiliated to the central government. Third, improve the legislative system of the regional circular economy.
