摘　　要：公共图书馆是国家兴办的事业单位,具有社会公益与福利性质。参考英、美国家公共图书馆的实施政策,特别是公共图书馆历史、性质﹑价值取向看,目前我国许多公共图书馆实行有偿服务是不妥的,有偿服务可能在短期获取一定的经济利益,但从长远发展的角度来看,会给图书馆带来相当严重的后果,产生难以消除的负面影响。因此,公共图书馆必须真正以社会效益为重,无条件向社会公众开放,围绕社会公众的需求,更新与完善公共图书馆的服务设施与手段,挖掘自身的潜力,来满足人民群众不断增长的精神文化需求,继而实现全民共享图书馆文献与信息资源。Public library is a set of national institutions with social welfare and public good nature. With reference to the implementation of policies of Britain and the United States Public Library, especially the history, nature, values of public libraries, our country is currently implementing a number of public libraries which are something wrong with paid services. Paid services may get some shortterm economic interests, but in the long-term development, the library will bring very serious consequences. As a result, public libraries must be true for social benefits in order to open to the public around the needs of the community, update and improve library services and facilities, dig their own potential means to meet the people＇s growing spiritual and cultural needs. Then all the people can share the library literature and information resources.
