摘　　要：长沙市2004年的城市土地利用处于基本集约利用状态。单位用地投入产出水平较低,有不同程度的土地闲置现象,土地开发潜力较大。It fixes on the index system of evaluation which include four rule layers, fifteen factor layers, thirty - one index. Confirm the weighting of evaluation index in a method that combine AHP with Dehphi. After dealing the evaluation index with dimensionless mode, it appears that Changsha city＇ s urban land utilization is at basic intensifled stage at 2004, The land that was used by enterprise had lower output production, had various of unused land phenomon, and had great developing potential.
