摘　　要：为使监管更有效、合理、优化,梳理引入市场监管的一般认知和市场行为、履约能力、治理结构、动态综合四种监管模式;指出建筑监管对经济制导、信息披露、经营风险防控、危机处理和市场退出等重大问题,认识不足与手段欠缺、力度不够与方式不多、注重日常管控与忽视系统制衡、注重行为规制与轻慢市场自治并存;简论引入多方互动形式、推行新型监管范式、培育利益制衡主体、采取竞争促进举措、发展履约效能评估和建立危机应对管道等优化监管操作的具体策略;分期设计走向动态综合监管模式的内容;得出理论认知与实践解释结合较好的结论。To make supervision more valid, rational and optimum, this paper sorts out and introduces universal knowledge and patterns of market supervision, including market behavior, performance ability, management structure and dynamic comprehensive supervision. It points out its important questions in economic control, information publishment, prevention in operating risks, crisis handling and market withdrawal are unabundant in knowledge and deficient in measures, unadequate in power and not enough in means, laying stresses on daily or behavior regulations and neglecting systematic control or market self-management. It briefly expounds concrete tactics including introducing mutual cooperation, practicing new supervision pattern, fostering benefit control body, adopting competition promotion, developing performance ability appraisal and establishing crisis-handling pipeline to optimize supervision operation. It designs concrete content towards dynamic comprehensive supervision pattern by stages. And it comes to the conclusion of combining theoretical knowledge with practical explanation well.
