论农民工的体制弊端及制度创新

摘　　要：通过对农民工务工存在的突出问题进行分析,认为农民工在工资收入、劳动安全、社会保障等方面存在诸多困难,政治、经济、文化权益得不到保障,农民工更多地表现为一种"廉价劳动力"、"超负劳动力"和"低保劳动力",而农民工问题与中国和谐社会构建密不可分;提出政府应在解决农民工问题的制度创新上采取措施,加快农民工户籍制度的改革,健全完善农民工社会保障制度,以及工资支付制度和监控制度,保障农民工的民主政治权利。By analyzing the prominent problems faced by the rural migrant workers, it is held that for the rural migrant workers, there are many difficulties with wage, labor safety, social security, etc. and lack of safeguard of their political, economic and cultural rights and interests. The rural migrant workers more likely act as a kind of ＂cheep labor＂, ＂over- loaded labor＂, and ＂low security labor＂. How to solve these problems is closely associated with the construction of a harmonious society in China. The article proposes that with the innovation of the system to tackle the migrant peasant workers problem, the government should take measures to speed up the reform of the household registration system, to perfect the social security system, the wage payment system and the supervision system concerning the rural migrant workers, and to safeguard their democratic political rights, etc.
