摘 要:通过建立三维模型,分析了社会政策目标选择对就业政策的影响;以中国建国以来执行的就业政策对模型进行验证,提出影响就业的因素不仅有凸显的因素,而且还有非凸显的因素;从理论上讲,政府应该运用所有的政策资源对影响就业的各种因素进行控制或消解,而在实践中,决策者因追求的社会政策目标不同,制定就业政策时运用的政策资源将会产生较大差异,就业政策控制或消解的就业影响因素也会有很大的不同。By constructing a three-dimension model, the paper has analyzed the impact of the social policy goals on the employment policy. The model was validated by the employment policy carried out since the founding of the PRC. It is pointed out that the factors affecting employment have not only the remarkable ones, but also some unremarkable ones. Theoretically, the government should use all the policy resources to control or clear up diverse factors affecting employment. However, in practice, as the social policy goals pursued by the decision-maker are different, there must be quite great difference in the policy resource adopted during formulating difference in the employment affecting factors controlled or cleared the employment policy. As a result, there is great up by the employment policy.
