摘　　要：政府的财政权如果得不到规制,必将遭到滥用。宪政是财政权规制的根本手段,对财政权的规制是宪政的精神所在。我国宪政的缺失导致政府财政权力的滥用,必须进行财政立宪,但该进程受到政治体制与行政管理体制的制约。Financial power of government will be abused without regulations. Constitutionalism system is a fundamental means to regulate financial power. The regulations of financial power embody the spirit of Financial power of government was abused as results of the lack of constitutionalism system. Fiscal constitution must be established, but the establishment will be restricted by political system and administrative system.
