劳工标准视角下辽宁FDI结构优化分析

摘　　要：针对辽宁省FDI规模不断扩张,大规模的FDI不仅加剧了省内宏观经济层面的压力,同时也使有限的资源、能源供给日趋紧张的现状,适时调整FDI结构已成为必然。不同层次FDI对社会环境要求的差异,为通过调整劳工标准来引导其进入符合产业政策规定的行业提供了可能,这无疑对辽宁省合理引导FDI投向具有重要的现实意义。在回顾近年来辽宁省吸引FDI所取得的成就的同时,指出FDI对省内行业的选择情况,并通过提高劳工标准对外企运营成本影响的分析,揭示出FDI现状与省内劳工标准的关系,从而得到适时调整FDI结构可以通过调整劳工标准来实现的结论。The scale of foreign direct investment （FDI） in Liaoning Province has been increasingly expanding. The large scale of FDI has not only intensified the pressure of macro economy, but also put great stress on the supply of limited resources and energies day by day. It is high time that the structure of FDI be adjusted. Because different-level FDI has different social and environmental requirements, it is possible to induce FDI to industries that conform to the industrial policy through the adjustment of labour standards, which has practical significance to guide the direction of FDI flow in Liaoning. This article reviews the achievements of absorbing FDI in recent years, and points out the industrial selection of FDI in Liaoning Province. Then it reveals the relationship between the situation of FDI and labour standards by analyzing the influences of the improvement of labour standards on the cost of foreign enterprises. The structure of FDI may be well arranged from the adjustment of labour standards, and corresponding countermeasures are proposed.
