摘　　要：村委会选举中群体性事件的多发,正成为当前农村社会矛盾的突出表现之一。重视对村委会选举中群体性事件的研究,是适应税费改革后农村社会矛盾变化,提升基层政府治理能力和重塑政府形象,实现农村社会和谐和建设新农村的需要。当前,学界对村委会选举中群体性事件的研究尚未给与足够重视,缺乏较为专门系统的研究。研究村委会选举中的群体性事件,要从一些旧的思维模式中摆脱出来,要与保障和落实农民的政治权利联系起来,与农村社会矛盾的新变化新情况联系起来,将其置于加快中国特色社会主义民主法治建设的进程之中,合理定位相关法律应对机制的价值取向和目标。Mass incidents in the village committee election has becoming one of the prominent social performances in the rural areas. Emphases on the village committee election of the mass incidents is to adapt the changes in social conflicts after the tax reform in rural areas; to enhance the manage- ment capability of grass--roots officials; and reshaping the image of the government; to achieve social harmony in rural areas and construction of new countryside. At present, the academic field has not given sufficient attention to mass incidents in the village committee election and the lack of a more spe- cialized system. Research on village committee elections mass incidents, we should get rid of the old mode of thinking, link with security and the implementation of the political rights of farmers, link with the new changes in social conflicts and new circumstances. We should place it in the process of speeding up socialist democracy with Chinese characteristics, the process of building the rule of law. We should fix a reasonable mechanism to deal with the legal position related with values and goals.
