摘　　要：从黄浦江北岸创新创意产业基地的三大核心发展资源出发,对其开发思路进行了剖析,主要包括培育和整合内外部优势、拓展商务产业和闲暇产业、强化基础设施环境和创新基础环境、调动高校和企业参与基地开发、保护历史建筑、提高外部交通的可达性等方面。From three big core development resources of the innovation and creativity ndustrial base in the north shore of the Huangpu River, the article analyzes its development mentality, mainly including such aspects as cultivating and conforming internal and external superiority, developing the commerce industry and the leisure ndustry, strengthening the infrastructure environment and the innovation foundation environment, reassigning university and the enterprises participating in the base development, protecting history construction, enhancing accessibility of the exterior transportation etc
