摘　　要："一事一议"制度作为农村公共产品供给制度,存在着众多的制度难题。公共产品提供是一个复杂的集体选择过程,其中,最主要有2个难题:一是农村居民的偏好如何真实显示;二是如何进行个人偏好加权形成集体选择。公共产品理论对此进行了深入的解读,提出了从制度层面解决上述问题的思路和方法。As the supply system of rural public goods, the ＂one project one discussion＂ system had some system problems. The supply of public goods was a complex process of collective choice. There were two main problems in it： 1. How to show true preferences of rural residents ; 2. How to conduct personal preferences weight to form collective choice. In-depth interpretation of public goods theory was carried out. Ideas and methods of these problems were proposed from the system level.
