摘　　要：清末以前的济南，是一个政治、军事舞台．经济并不发达。历朝历代的地方官员在这里翻云覆雨，把济南当成了个人仕途的跳板。即便是一些清正廉明的官员．也都把主要精力放在了兴办教育，修建寺庙、治理水患、赈济灾民等方面，济南形成了重儒轻商的社会风尚。至19世纪末，济南的经济地位已经远远落后于济宁、周村、潍县这些小城镇了。Before the end of the Qing Dynasty （1644-1911）, Jinan was a political and military stage without a developed economy, so most of the local governmental officials of successive dynasties regarded Jinan as a stepping-stone to promote their careers. The clean and honest governmental officials concentrated their efforts on running education, constructing temples, dealing with water troubles, and aiding victims of natural calamities.
