能源安全视野中的朝核问题

摘　　要：能源经济和能源政治是能源安全的重要内涵。朝鲜的核活动有重要的能源经济意义。从能源政治的视角看,也有一定的合理性。不过,朝鲜的核能项目即使获得成功,也不能消除其能源短缺的症结。为避免解决能源问题的手段成为进一步恶化能源问题的诱因,朝鲜宜仅推进能与军事用途较清楚地划清界限的核能活动。同时也应放弃能源意图和军事意图难以厘清和公认为具有明显军事意图的核活动。Both energy economy and energy politics are important components of energy security. North Korea＇s nuclear projects have important energy economic implications. And from energy security＇s perspective, they are reasonable to some extent. But even if North Korea＇s nuclear projects were realized, the root of its energy shortage would not be eliminated. In order to avoid the situation that the solutions of energy problems themselves are turned into factors that women the energy dilemma, North Korea could only carry out civil nuclear energy activities that can be clearly distinguished from the activities of military-orientation, and give up the nuclear activities whose civil and military uses cannot be distinguished or whose military intention is too obvious.
