摘　　要：体系结构设计参考资源是约束和指导军事电子信息系统体系结构产品创建,维持目标系统与其协同系统一致性的重要资源。军事电子信息系统能力清单是在研究过程中提出的一种新型设计参考资源,用于约束和支持各级各类军事电子信息系统的研制目标、能力体系、战技指标及软件服务设计与实现。从体系结构设计参考资源的作用入手,重点介绍系统能力清单的概念定位、技术原理、描述框架及应用设想,促进符合国内特色的军事电子信息系统体系结构技术向实用化发展。The design reference resources （RRS） for systems architecture （SA） is very important for implementing military electronic information systems architecture in order to keep the consistency among the target system and the cooperating systems. The list of military electronic information system capabilities is a novel reference resource developed from the investigation by the authors, and can be used to restrict and support the processes of design and implementation of the objects, capabilities, perform parameters, software services of various military electronic information systems of all levels. Based on the use of RRS, we mainly introduce the concept, orientation, theory, description structure and proposed applications of the list of military electronic information systems capabilities, in an effort to accelerate the practical development of military electronic information systems architecture in line with China＇s specific situations and needs.
