自主技术标准与技术创新的互动关系研究

摘　　要：技术标准不仅仅是一个简单的技术方案问题,它决定了不同技术在信息社会中的最佳实践。针对我国拥有的特殊优势,从发展自主技术标准的现实意义出发,提出了自主技术标准的概念;在此基础上,利用案例研究方法,探讨了技术标准和技术创新之间复杂的动态关系。研究表明,技术创新总体上能够推动技术标准的发展,进而推动产业的发展,而技术标准既能为技术创新的发展提供平台,又能对技术创新产生一些负面效应,为此,二者的协调发展需要相关利益者群体的积极参与,并实现与知识及技术环境间的动态匹配。Technical standards are not just a simple technology portfolio, which represent the international best practice on different technology in the information society, and achieve social welfare Pareto optimality ultimately. The paper, based on the practical significance by developing the independent technology standards, puts forward the concept of independent technology standards, and further analyzes the complex relationship between technical standards and technological innovation. According to the analysis, the coordinated development of between them based on the active and flexible participation of stakeholders is suggested.
