摘　　要：政府在产业集群发展中的作用是学术界一个颇受争议的问题。日本作为一个实行产业政策的典型国家,2001年出台的《振兴区域经济的产业集群规划》,不同于以往的区域经济发展政策,关注重点从区域均衡发展转向提升区域竞争力。从日本产业集群政策的演化历程入手,简要介绍了日本产业集群政策的内容,分析了政策实施的推进措施,阐述了这一政策所取得的初步成效以及对中国的启示。The role of the government dispute in the field of academe.
