摘　　要：《城乡规划法》将"乡规划"纳入了城乡规划体系,对这一重要立法的实施尚需加强研究。本文通过对法规中有关"乡规划"内容的解读,立足于当前乡村发展的现实及农村改革的复杂背景,从多角度探讨"乡规划"体系建构所面临的现实问题,进而对"乡规划"的制定和运作提出若干见解。The township planning was integrated into the urban-rural planning system in the Urban and Rural Planning Law. By explaining the clauses related to township planning in the Urban and Rural Planning Law, this paper discusses the problems in establishing township planning system from various angles based on current situations of the rural area and complicated backgrounds of rural reform. Then it presents suggestions on the making and operation of township planning.
