摘　　要：JPEG标准主要应用于静止图像的压缩。静止图像压缩主要包括变换、量化和编码。从输入图像的统计特性出发,进行比特率控制算法、基本量化表、统计图像的活动性水平研究。软件验证表明,采用此算法进行压缩,在保证码流文件大小的同时,解压图像的可视效果好。并进一步对当前的静止图像的压缩编码领域发展前景作出展望。The standard of JPEG mainly apply to still image compression. Still image compression mainly contains transformation, quantization and encoding. Based on the statistic character ,the bit rate control algorithm, basic quanti- zation table and movement level of statistic image has been resewded. Software test prove that use this algorithm to com- press can ensure the size of the file, and at the same time have good resolution of decoding image. At last, the paper have an evaluation and expectation about still image compression encoding.
