摘　　要：公共产品供给不足是制约当前农村发展的重要因素之一,也是我国解决"三农"问题必须面临的难题。农村NGO参与公共产品供给有利于增加农村公共产品供给总量、提升供给效率、优化供给结构。当前,农村NGO参与公共产品供给的主要障碍在于其法律地位不明确、资金来源不足、发展环境不优、内部管理不善等问题。对此,必须通过完善法律法规体系、健全筹资体系、加大扶持力度、强化内部管理等措施来促进其参与公共产品供给。The insufficient supply of public goods is one of the important factors restricting the current rural development, and it is the problem with which must be faced to solve＂three-dimensional rural issues＂.The rural NGO participating in the supply of public goods is in favor of increasing the total supply of public goods in rural areas, enhancing the efficiency of supply, optimizing the structure of supply. At present, there are some main obstacles of the rural NGO participating in the supply of public goods, such as not clearing of its legal status, shortage of capital, deficiencies in circumstance and internal management. In order to solve these problems, it must be for us to amplify the system of laws and regulations, perfect financing system, strength the supporting and intensify inside administration.
