摘　　要：目前我国电子政务建设中政务应用相对滞后与薄弱,根本原因是政府职能转换不到位。应当在新型政府理念、服务管理理念、有限政府理念等基本理念的指导下,设置电子政务中政务应用信息窗口构架。At present, in the construction of China＇s e-government, the government applications has lagged behind and is weak which fundamental reason is that the governmental function transformation is not in place. It should be under the guidance of such basic concepts as the new government ideas, service management concepts and limited government, set up information windows of government applications in e-government.
