地方政府公共安全治理研究——以福建省厦门市为例

摘　　要：近年来我国公共安全事件不断发生,要求地方政府加强公共安全治理建设。通过对地方政府公共安全治理重点以及存在问题的论述,提出地方政府促进公共安全治理进一步发展的思路,认为应从思想到实践上将"应急管理"转变为"公共安全治理";树立"多中心治理"理念,真正发挥其他主体在公共安全治理中的作用;进一步建章立制,强化政府责任,注重公民合法权益的保护。In recent years, China＇s public security incidents continue to occur which require local governments to strengthen construction of public security governance. Through discussing keys of local government public security governance and the existed problems, the paper put forward ideas for local governments to promote the further development of public security governance and think that it should change ＂emergency management＂ into ＂public security governance＂ from thinking to practice; establish ＂multi-centered governance＂ concepts to play roles of other subjects in the public security governance; further make regulations to strengthen the responsibility of the government and focus on the protection of citizens＇ rights and interests.
