摘  要:标准化、计量和合格评定构成了在全球经济一体化背景下促进全球贸易、构建公平市场技术基础的三大支柱,也是影响全球经济和科技发展重要规则——世贸组织(WTO)"贸易技术壁垒协议"(TBT协议)的重要支持基础,在达成国家测量标准间的等效性、实现技术等效性互认、消除国际贸易技术壁垒、促进技术进步以及促进国际经济技术交流与合作等方面发挥着越来越重要的作用。分析了我国标准化、计量和合格评定的发展及现状,阐述了新的发展形势对标准化、计量和合格评定的发展要求和应对措施。针对我国石油装备业标准化中存在的问题,提出了加强石油装备标准化建设,加强计量学和合格评定的研究与应用,提高我国石油装备标准化水平与应用水平的思路和建议。Metrology, standardization and conformity assessment constitute the three pillars for improving global trade and constructing fair market in the process of global economic integration. It also provide a technical basis for the Agreement on Technical Barriers to Trade (TBT), an important rule affecting the economic and technical development worldwide. The three pillars have played an increasingly important role in getting equivalent among different countries' reference standards and achieving mutual reorgani- zation of technical equivalence, eliminating technical barriers to international trade, boosting technology progress, and promoting international economic and technology exchange and cooperation, etc. This paper analyzes the situation and the development of standardization, metrology and conformity assessment in China, and elaborates the requirements for standardization, metrology and conformity assessment and counter-measure for it's development. Aimed at standardization problems in China petroleum equipment industry, it is suggested that the construction of petroleum equipment standardization, research and application of metrology and conformity assessment be strengthened to improve the level of China's petroleum equipment standardization and application.
