摘　　要：在全面分析山东省海洋产业现状的基础上，根据实际数据，运用系统科学的思想，建立数学模型，对确定“海上山东”的产业目标和结构进行了定量计算，提出了相应的设想和建议．On the basis of comprehensive analysis on the current situation of ocean industry in Shandong province,applying the thought of systematic science according to actual data, a methematic modes is established and a quantitative calculation is made for the confirmation of the industrial aim and structure of 'Shandong on the sea'. Meanwhile,the relevant concept and suggestion are put forward.
