生态公益林补偿政策评价指标体系研究

摘　　要：根据生态公益林补偿政策评价指标体系设计的原则,通过征求该领域专家意见,利用分级别的隶属度量化对初选指标体系进行优化,考虑各指标数据的可获得性以及指标的代表性,形成北京市山区生态公益林补偿政策实施评价指标体系,在此基础上运用层次分析法建立北京市生态公益林补偿政策实施评价指标体系模型,为北京市山区实施生态公益林补偿政策评价和实施提供决策支持服务。This paper optimizes the initial index system according to the design principles of policy evaluation＇s index system in forest ecological benefit compensation, expert recommendation, subjection quantification. It then helps establish the policy evaluation＇s index system of forest ecological benefit compensation of mountain areas in Beijing by the index＇s availability and representativeness in this study. Confirming the weights of the indexes by hierarchy analysis and obtaining all the indexes of impact element, it constructs the index system model of policy evaluation of forest ecological benefit compensation in Beijing and provides it with policy support in the evaluation and implementation of forest ecological benefit compensation.
