摘　　要：我国当前生态形势十分严峻,生态赤字触目惊心,偿还生产欠债代价巨大。其对经济社会发展的影响：直接关系到经济社会的可持发展;严重影响到＂三农＂问题的解决难度;增加了社会不稳定因素和和谐社会的构建。造成生态欠债的根源：非理性的发展观念;粗放落后的经济增长。通过全面分析,提出了增强社会偿还意识、强化公共财政支持、减少或杜绝新的生态欠账、加大生态补偿力度等方面的改革建议。Current situation of ecological environment is very severe with enormous ecological debt and heavy compensation burden. Its impacts on economic and social development include the sustainable development of economy and society, difficulty of solving the problems of the countryside, agriculture and farmers, increase of social instability, and the construction of harmonious society. Irrational development value and extensive and poor economic growth lead to ecological debt. With a complete analysis, this paper offers several reform suggestions with respect to strengthening compensation awareness, intensifying public financial support, mitigating new ecological debt and increasing compensation level.
