天保工程区开展集体林权制度改革的问题与思考

摘　　要：指出集体林权制度改革与继续实施天保工程之间存在着天保工程区的集体林权制度改革政策不明确;农户参与林改的热情不高;林改有关政策与天保工程措施相冲突;林农与国家利益如何协调等问题。分析了产生问题的根源就在于国家与林农对森林主导利用方向的不同。在此基础上,对集体林权制度改革提出了要明确天保工程区开展林改的范围及分类保护;完善相关政策;调整林木采伐管理措施等相应对策及政策建议。The paper pointed out that the issues between the collective forest tenure reform and the continued implementation of natural forest protection project, such as between the Natural Forest Protection Project area of collective forest tenure reform policy is not clear; farmers involved in forest tenure reform were not enthusiastic; forest tenure reform policy conflict with the Natural Forest Protection Project measures; how to coordinate farmers and the national interests. Then it analyzed its root cause lies in the different directions between the State and the farmers. On this basis, the paper proposed to clear the scope and classified protection of natural forest protection project area; perfect relevant policies; adjust forest management measures, adjust forest timber harvesting measures.
