失地农民非正式制度保障与构建和谐社会的原则趋向

摘　　要：目前我国农村城镇化进程中的失地农民保障问题引起了普遍的关注,许多学者都从不同角度尤其是正式制度的角度提出了各自的见解,但对于从非正式制度角度提出解决措施的还较少。论述了正式制度和非正式制度的关系,并试图从非正式制度角度提出了发挥家庭养老功能,以及采用非正式形式解决失地农民养老和就业问题,旨在通过非正式制度手段的补充更好地解决失地农民保障问题,构建和谐社会。There has been a growing concern over the issue of safeguard system for lost-land farmers in the course of urbanization. Different opinions on formal safeguard system have been given by many scholars from different sectors but there have not been solutions from informal aspects. This paper deals with the relationships between formal system and informal one, family function in caring for the seniors, insurance for the lost-land farmers and employment and the construction of harmonious society.
