公平观念与城市化过渡社区中居民的利益博弈——以X市PN社区为例的实证分析

摘　　要：城市化过渡社区是我国城市化过程中的一种特殊现象,城市化过渡社区的治理困境,一直是我国地方治理的重点问题和难点问题。首次采用质化研究方法,以X市PN社区为例,分析了城市化过渡社区中常住居民的公平观念及其利益诉求方式。揭示了城市化过程中作为弱势力群体的失地农民,为了维护自己的"合法"权益和生存权利,在过渡社区的日常生活中与地方政府进行博弈的方式;并且分析了这些博弈方式背后的理性因素及其启示意义。研究发现:土地征用制度和城乡二元结构制度安排的不合理,侵蚀了过渡社区中居民的利益,违背了社区居民的公平观念,加上市场经济生活不确定性带来的经济压力,降低了基层政府管理行为的合法性,激励了社区居民的隐性抗争行为。只有正确处理公平与效率的关系,政府的制度设计和管理行为才能取得长久的治理绩效。The urbanization-transiting community is a special phenomenon in China's urbanization process,and the governance plight is always an important and difficult problem at the local level. This paper is the first time to adopt qualitative method to analyze the normal strategy of residents in urbanization-transiting community,employing the PN community in X city as an example. The research shows how local residents in urbanization-transiting community game with local governments in their daily life with the purpose to protect their legal rights and living rights. The research also analyzes the underlying factors of game methods and its instructive significance. In this paper,it is found that the irrationality of current farmland confiscation and the dualistic Urban-rural institution have eroded citizens' interests in urbanization -transiting community,which is against their notion of justice. Moreover,the pressure from uncertainty of market economy decreases the legality of local government management behavior,and gives residents incentives for underlying counteraction. If government wants to have long run governance performance in its institution design and management behavior,it is very important to balance the relationship between justice and efficiency perfectly.
