摘　　要：为有效地组织人防资源和信息,为人防战时指挥和日常演习提供保障,提出了面向Geodatabase数据模型的人防地理信息系统数据库。该数据库依据地理空间数据标准来确定空间数据的分类、编码和命名规则,遵循现实世界地理要素的空间关系,建立必要的几何网络和平面拓扑,提供可行的数据安全性策略和有效的数据库备份和恢复机制。This paper put forward the project to manage the defence data and information effectively based on Geodatabase. It defined the classifying, coding and naming of Geo-data according to the GIS spatial data standard. And it recreated the necessary geometrical network and the network of the geography features according to the spatial relation of these geography features. At the same time, it also provided the feasible data security policy and effective database backup mechanism. Finally, this paper designed a integrate data quality controlling system.
