全球金融危机反思与我国金融体制改革深化

摘　　要：肇始于美国次贷危机的本次全球金融危机,在使得主要国家金融体系遭受重创的同时,也揭示出发达国家金融体制的某些缺陷和未来改革趋向。在反思全球金融危机的成因以及各国采取的应对金融危机措施的基础上,我们认为,我国的金融体制改革应致力于:进一步提高中央银行的独立性;继续推进金融综合化经营制度的实施;不断深化国有化金融机构改革;适应金融全球化要求,加快金融基础建设;加大金融创新力度,提升金融监管水平;继续加快资本市场发展;不断完善公司治理与薪酬激励;进一步优化外汇储备的投资结构。The global financial crisis resulted from the U.S. subprime mortgage crisis not only damaged severely the financial systems of the major countries, but also reveals some of the defects and the future trend of reform of the financial systems of the developed countries. Considering the causes of global financial crisis and the measures taken by different countries to deal with the financial crisis, this paper believes that the reform of China＇ s financial system should commit itself to the following aims： to further enhance the independence of the central bank; to promote the implementation of the integrated financial operation system continually; to deepen the reform of the nationalized financial institutions constantly; to adapt to the financial globalization and accelerate the construction of the financial infrastructures; to increase financial innovation and raise the level of financial supervision and management; to speed up the development of capital markets continually; to perfect the corporate governance and incentive payment system constantly; and to further optimization of the investment structure of foreign exchange reserves.
