摘　　要：跨行政区域创新系统是由不同行政区域内有着密切联系的创新主体、创新要素和创新环境相互作用而形成的一种跨越行政区划的多层次结构的区域创新系统。它既不同于一般意义上的国家创新系统,也不同于各行政区域自身建设的区域创新系统。跨行政区域创新系统具有区别于以行政区域为单位的区域创新系统的核心特征,它的形成与发展需要相应的动力支持。在经济全球化和区域经济一体化的背景下,打破行政区划界限,构建跨行政区域创新系统,具有重要的现实意义。Cross-administration region innovation system is a multilayer structure regional innovation system, which crosses administrative regionalization and is formed by the interaction of innovation subject, innovation elements and innovation environment of different administration regions. Cross-administration region innovation system is different from national innovation system in general sense or regional innovation system based on each administration region. The system has some key characteristics different from the characteristics of regional innovation system based on administration region, and its formation and development needs corresponding dynamic support. It is of great practical significance to break the limitation of administrative regionalization and construct cross-administration region innovation system under the background of economic globalization and regional economic integration.
