摘　　要：在研究公众信息权利涵义的基础上,从信息形成或处理者、信息内容持有者、信息用户三个不同角色入手,研究了不同角色背景中公众所应享有的信息权利内容。建议从信息财产所有权、归档与建档权、信息控制决定权、信息服务质量保障权、信息知情与获取权等方面系统建构公众的信息权利体系。参考文献9。On the basis of information fight＇s concept, starting with three different roles of the information creator or processor, information content owner and information user, the author analyzes different information right contents which the public should have in their different role backgrounds. He thinks that we should establish a public information right system from the aspects of information property right, archiving right, information control and decision-making right, information service quality security right, and the right to know and to obtain information. 9 refs.
