摘　　要：煤炭资源有偿使用制度是实现煤炭资源国家所有权的根本制度。目前,我国煤炭资源有偿使用制度理论和实践都比较落后。根据这一情况,本文分析了现行煤炭资源有偿使用制度中存在的主要问题,并进行了原因剖析,以求对下一步改革与完善煤炭资源有偿使用制度,促进煤炭行业科学发展、节约发展、环境友好发展和安全发展有所裨益。The coal resources paid use system is the basic system to realize country property of coal resource. At present, the theory and practice of coal resources paid use system in China is quite backward. Based on this. This paper analyzes the subject questions and reason existing in the present coal resources paid use system, in order to reform and consummate coal resources paid use system and to promote the scientific development, the economic development, the environment-friendly and safe development in the coal industry.
