民间商会的筹资能力与治理机制:以温州为一个支点

摘　　要：作为民间商会,温州行业协会的经费筹集能力较强、筹集方式多样。影响温州行业协会经费筹集的主要因素有行业协会的自主性程度、产业规模与行业企业构成、行业协会的治理机制与服务水平。在经费筹集过程中,温州行业协会与政府和企业发生了良性互动,规范了运行机制。为进一步提升民间商会的经费筹集能力,现阶段急需改变会费和赞助费的缴纳方式、拓宽经费来源渠道、优化行业协会的组织结构和完善行业协会的治理机制。Wenzhou industrial associations, as civil commercial chambers, are highly characterized by their competence and variety in collecting fund. A large proportion of them, however, sink into fund trouble. Surveys show that factors that determine the fund collection of associations are as follows： degree of independence, scale of industry, size of enterprise, goverance system and service level. During the progress of fund collection, if virtuous interaction takes place among Wenzhou industrial associations and local government and enterprises, the associations may acquire their legitimacy, normalize their operation system, improve their service level and degree of independence. In order to promote fund-collection competence of civil commercial chambers, there is an urgent necessity to change the payment of membership fee and grant-in-aid, to expand fund-collection channels, to optimize the inner associations structure and to consummate the operation system.
