中国电信业重组后市场结构分析

摘　　要：基于对中国电信业市场结构变迁的分析,探讨了规制的影响、重组后的市场结构以及可能存在的问题,指出了影响中国电信市场结构变迁的主要因素是政府规制。提出通过不对称规制,分步实施电信市场对内对外开放,并在促进竞争的同时促进民营化,以利于实现有效竞争,提高电信产业效率。Based on the analysis of the market structure changes in telecommunication industry, the thesis explores the influence of the rules and regulations, the market structure after the reorganization and the potential problems. The paper argues that the main factor causing the changes in market structure is the government rules and regulations. By means of adopting unparallel rules and regulations, telecommunication market should be open step by step to both home and foreign investors and privatization should be promoted while competition encouraged so as to realize effective competition and raise the efficiency of telecommunication industry.
