摘　　要：电力需求侧响应就是运用系统可靠性项目或基于市场的价格去影响需求的时间和水平。总结介绍了需求侧响应在美国东北部3个电力市场(PJM、纽约州和新英格兰)以及在实行NETA前后英格兰威尔士电力市场的应用机制,提出了我国在建立批发市场前,可以先行建立需求侧参与辅助服务投标机制;在建立批发市场时,可以同时引入实时电价用户群机制,以及时发掘需求侧响应资源。Electric power demand side response implies the time and level adjustment of demand based on the system reliability programs or market prices. This paper summarized demand side response programs in 3 wholesale markets of Northeast US （PJM, NYISO, and ISONE） , and also pre and pro NETA of England ＆ Wales. It presented that China could introduce demand side bidding in ancillary service market before the electricity wholesale market being established, and could introduce real time pricing consumer group with the establishment of electricity market simultaneously, so that to get the benefits of demand side response in time.
