征收林地使用费合理性分析——以福建省永安市为例

摘　　要：基于当前南方集体林地产权改革的实践,结合实际调研数据和相关理论分析征收林地使用费的合理性和必要性,理论与实证研究结果认为,林地使用费的征收能够激励农户增加投入,促进林业生产。林地使用费作为明晰林地资源产权的一个保障,改变了林地资源产权权益人之间的收益预期,激励林地资源所有权人保护林地资源和林地资源使用权人提高林业生产。Based on collective forest land property rights reform in the South of China, in light of the actual research data and related theory, this paper analyzes the reasonableness and necessity of collecting, verifies the role of the forest land use fee by econometric model and explores of its deep - seated reasons. The paper clarifies that as guarantee of clearly-established forest resource property rights the forest land usufructuary fee has changed expected income among the property rights owners of forest resources and encouraged the forest owners to protect forest resources and the usufructs owners to increase forestry production.
