摘　　要：针对目前开展社区卫生服务过程中存在的主要问题及原因分析,为贯彻落实双向转诊制度探索解决途径,从医院和社区卫生服务机构双方提出具体的政策建议和措施。The main problems of community health service are put forward and their reasons are analyzed, which is aimed to provide solutions to implement the Dual Referral system. And considering both hospitals and community health institutions, concrete policy recommendations and measures are put forward.
