摘　　要：资源枯竭型城市普遍面临产业转型与社会稳定之间的"两难矛盾"。化解"两难矛盾"应着力解决的关键问题在于准确把握"两难矛盾"根源与实质,合理确定产业转型及项目搭配,有序协调产业转型与社会稳定政策。包括"先转后稳"、"先稳后转"、"转稳兼顾"三种途径。Resource-exhuasted cities universally face the dilemma between industrial transition and social stability. The key to solve the conflicts lies in grasp its roots and essence,rightly and orderly deal with the relationship of the two, which includes the following three models, the first one is giving more priority to transition and then starting to consider stability, the second model is giving more priority to stability and then consider transition, the last model is taking account of both of them.
