摘　　要：阐述城市轨道交通项目设计总体工作应按工程项目管理运作的基本观点,对城轨项目设计总体工作所涉及人员的基本素质、工作技能、工作思路进行全面思考与分析。在设计总体的基本素质中,突出对政治智慧的要求;在工作技能中,强调对项目的沟通管理。提出"一个目标、两个视角、三个要点、四个步骤、五张总图、六项管理、七个环节、八大文件、九项沟通、十项工作"的设计总体工作思路。Authors adhere to the viewpoint that the overall design of urban rail transit（URT）projects should be carried out according to project management. An overall analysis is conducted in terms of basic qualities, working skills and ways of thinking for the staff concerning the overall design of URT projects. In the aspect of basic qualities for overall design, stress is laid on the political wisdom. For working skills, the project communication management is emphasized. The article briefly presents the ways of thinking for the overall design as follows： one target, two sight angles, three key points, four processes, five blueprints, six items of management, seven links, eight fries, nine items of communication and ten jobs.
