摘  要:在城市化进程中和城市化达到一定水平后,土地权力主体的不明晰,导致农地市区化过程中的权利非对等性转移和征地价格差,这既使农民不能够长期享受到土地增值带来的效益而失去生存的基础,也严重影响社会稳定。因此,建立健全土地登记制度,完善征地制度,建立对失地失业农民的就业、生活保障长效机制,细化土地使用权到期的立法和政策规范,乃是我国今后土地政策调整和改革的主要方向。In the process of urbanization and after a certain level that urbanization have reached, the main power subject of the land is not clear, leading to the non-reciprocal rights transfer and prices gap in land expropriation in the process of urbanization of agricultoral land, which may cause farmers even unable to enjoy the long-term land increment benefits and lose the basis of survival and also seriously affect social stability. As a result, establishing and improving and perfecting Land Registration System, and establishing the mechanism to the unemployed and land-lost peasants to provide them emplogment chances and living guarantee, setting up detailed land-use rights expiration legislative norms and policies, all these are the main direction of lan policy adjustment and reformation.
