摘 要:大部门体制改革是我国30年来前五次体制改革的延续,是在已有体制改革基础之上的一次纵深发展。前五次体制改革由于所处的时代背景不同,经历了五个不同的阶段,即改革的摸索期、探索期、发展期、深化期和稳定期。本次改革将进入稳中有进的第六发展阶段。本文认为,大部门体制是大责任制、大职能制、大服务制和小政府制"四位一体"的有效制度安排,其改革能否取得成效,有赖于五个方面的突破,即改革的性质、主体、对象、决策机制以及成果的保证。Judging by different era backgrounds, six institutional reforms in the past 30 years can be classified as six stages relevantly: that is the groping stage; the exploring stage; the growing stage; the deepening stage ; the stabilizing stage; and the stabilizing and moving - forward stage. On the basis of looking back to all the previous reforms, this paper mainly discusses the grand department system in the sixth administrative reform, and points out that the grand department system is an effective institutional arrangement, which is made up of the grand responsibility system, grand function system, grand serving system and mini - government system. The reform of the grand department system carries out successfully, which depends on five breakthroughs as follows: the reformg nature, subject,object, decision mechanism and the achievements guaranty.
