摘　　要：如何完善我国的区域环境管理体制,是当前环境保护面临的一项严峻挑战,也是生态文明建设中政府职能转变和完善的重要议题。跨界污染事件频频发生,反映了单一行政区污染治理方式与环境污染外部性特点之间的矛盾。本文通过研究认为,环境污染是无法由某一地方政府独立而有效地解决的,需要建立跨地域、跨流域治理的有效机制,而地方政府合作机制是解决跨区域环境问题的重要途径。With the development of regional economy, regional environmental pollution is getting more and more serious. Local government plays a special role in the interregional environment governance. On account of the complexity of the environment system, single government can not get across the district to control the regional pollution. The role of the government in the regional environment management needs to be refined. Local government cooperation is an effect way to solve the problem.
