当代西方政府管理改革价值选择的关系初探

摘　　要：当代西方政府管理改革在价值选择中体现为一种价值关系,主要体现为三个方面:基于目的与手段的价值关系,基于制度的价值关系,基于具体管理内容的价值关系。本文集中探讨以下三个层面的价值关系:一是从目的与手段的价值关系来探求价值选择的目标层次体系;二是从制度层面来探讨价值内容的变迁;三是基于行为对象的制度特征来确定具体的价值内容。The contemporary government administration reform in the West embodies the relationship of values in three aspects： Relationship of values based upon that among aims and means, institutions, concrete content. The article henceforward discusses, firstly the systems of aim levels in terms of the relationship between aims and means; secondly, the transformation from the institution level, and thirdly, its concrete contents to be established by the characteristics of its behavioral object.
