摘　　要：文章阐述了中央级公益性科研院所基本科研业务费专项设立的背景与特征,并针对农业领域专项管理的重点环节,提出完善专项管理制度、加强顶层设计、推进节点考核、促进预算执行、强化绩效考评等建议。Background and characters of the Central Public-interest Scientific Institution Basal Research Fund were summarized in the paper. Considering the key points in the management of this special fund, several suggestions were made to improve its practice, i.e., perfecting management system of special items, strengthening up level design, carrying out assessment at each joint, promoting complement of budget, strengthening evaluation of results, etc.
